Abstract

There was a hope for a revolutionary change in the arena of universalisation of elementary education when the government of India decided to usher in the 86th constitutional amendment in 2002 by which the right to education for all children in the age group of 6 to 14 years was to be made a fundamental right through incorporation of article 21 A as part of the fundamental rights chapter in the Indian Constitution of India. After the passage of so many years, we prompted to ask this question, is the right to education- a myth or a reality? This question really calls for an in-depth study of developments during the post 86th constitution amendment act, 2002.
